Demystifying End-of-Year Data Submission for the NYS Seal of Biliteracy

At the end of each academic year, schools must report their NYSSB data to OBEWL to obtain the Seals to put on the diplomas and the medallions to distribute to students for graduation.Ìý Seal Coordinators submit this information on the End-of-Year Data form in the late spring or early summer.Ìý The sometimes-arduous process of gathering and entering this data can be streamlined to ensure accurate and timely reporting, as well as to avoid overburdening the Seal Coordinator during an already busy time of year. Each part of the form will be unpacked, while strategies for recording keeping and cross-checking data for errors will be discussed.Ìý In the second half of the webinar, participants will work in small breakout rooms to complete a challenge exercise designed to hone their skills in completing the End-of-Year Data form.Ìý There will be ample time for participants to ask questions.

Candace BlackÌýis the World Languages Associate in the Office of Bilingual Education and World Languages at the СÖíÊÓƵ State Education Department. ÌýShe is currently leading the implementation of the revised NYS World Languages Standards and oversees the NYS Seal of Biliteracy program.Ìý Candace graduated summa cum laude with a B.A. in French from SUNY Potsdam and earned both her M.B.A., and M.A.T. from the University of Rochester. A National Board-Certified Teacher, Candace taught French for 21 years and served as an IB Diploma Coordinator. In 2021, she was the recipient of the President’s Award for both NYSAFLT and NYSAWLA and was elected as a Chevalier dans l’Ordre des Palmes académiques by the French government.Ìý In all her roles, most especially her current one, Candace is deeply committed to the professional learning and support of World Language teachers and the promotion of the NYS Seal of Biliteracy.Ìý
Anna StukesÌýhas experience as an ENL and Spanish educator serving in roles ranging from ENL teacher, mentor, and Instructional Coach.Ìý Currently, she is a Professional Development Specialist and the Local Puerto Rican/Hispanic Youth Leadership Institute (PR/HYLI) Coordinator for Mid-West Regional Bilingual Education Resource Network (RBERN). She has done extensive work with educators and families of English language learners in connecting them with resources needed in language and literacy development to access quality and equitable education.Ìý Additionally, she provides youth with a platform to develop transferrable and sophisticated language skills and leadership experiences through PR/HYLI. Anna has a M.A. in TESOL and Spanish from the University of Rochester; B.A. in Communication Studies, Spanish Language and Literature, and International Studies from SUNY Brockport.Ìý Anna sits on the board of directors for The Last Shall Be First Scholarships.Ìý This scholarship foundation matches orphan and impoverished youth in Peru, South America, with scholarship funds to pursue 3-year technical degrees to break the cycle of poverty.Ìý

To receive a certificate of completion (including a CTLE certificate), NYS educators must view the recording of the webinar (see link above) in its entirety and then answer at least seven out of ten questions correctly on a post assessment.Ìý If the minimum required score (7 out of 10) is achieved, the educator will receive a certificate via emailÌýwithin about 24 hours.Ìý For the convenience of our World Language educators, there are multiple versions of the post assessment available (see 8 versions of the post assessment below), should the required score not be achieved on the first attempt.ÌýEducators may take each version of the post assessmentÌýonce.ÌýÌýCredit will not be given for taking a single version of the post assessment more than once.ÌýEducators may receive credit for viewing the webinar recording and passing a post assessment once in each academic year and are encouraged to take a different version of the post assessment on a yearly basis to review and test their knowledge of the webinar's content.Ìý It is the responsibility of the individual educator to keep track of the information on the professional learning they complete each year, including the number of CTLE hours.
